Nope, but that sounds like a lot of fun. Maybe a team can try to sign away a player to their active roster, but the current owner has 24 hours to promote him... That would be a pretty cool setup.

In response to the OP, putting a projected high producing player on TS to help a rebuild sounds like a creative way of tanking to me. I wouldn't be comfortable doing that unless it was commonplace in the league. If it isn't specifically against the rules, I guess it is fair game, but just me personally I wouldn't like it.

I probably should have done something more productive with that time...

Sounds like a lot of work for the commish. I usually find things like that aren't sustainable.

Wait.... some people are suggesting that there is a certain "stipulation" to which rookies you can taxi if they are performing?

This is nearly impossible unless you can promote and demote throughout the season at free will. At which point....why have a taxi squad? Just add roster spots.

Wow, I like to simulate the NFL as much as reasonable, but the raiding of other GMs' taxi squads is definitely where the buck stops for me - I would HATE that in fantasy.

There's metric tons of stuff we can't control already - don't add my taxi squad to that list!

I don't think that'd be terribly difficult for a commissioner to track, but this would probably only work for a salary cap league where you have to match the contract being offered by the other team. Basically the team trying to sign the player would need to copy the commissioner on the offer, and then the other team would have a certain time period to make a call.
