I'm kind of hoping that the plan was to resolve the Josh Gordon reinstatement situation during the Browns week 9 bye, the clock is ticking on him accruing a year toward free agency.

my understanding is that he has a 4 week suspension awaiting him whenever he actually even applies and possibly gets reinstated.

Yep I'm pretty sure a suspension awaits...so if he were reinstated next week (not happening, but just assume) then 4 game suspension, he wouldn't get his 6 games in this year, and therefore would be playing the end of this year AND all of next year to get past this rookie scale contract. If he applies for reinstatement early next offseason, he'll get out of the contract at the same time. That might be a motivating factor to taking the rest of this season off.
Maybe he wants to/needs to take this time to connect with his daughter (he has a daughter right?) and find some stability/balance in his personal life before getting his career back up and running in 5-6 or so months (offseason activities).

In leagues with deep rosters he is still a hold. Nobody else on waives has the upside to put up WR 1 numbers otherwise they would be on your team rather than waivers

Well I think the 4 game suspension talk is purely speculation and no one knows anything. He had a suspension that was elevated to a banishment and Goodell is completely unpredictable and does whatever he wants.

Be that as it may, even if he were to be reinstated with a 4 game suspension and be forced to spend another year on the Browns, Josh Gordon owners would still throw a party that we have some clarification and he's back in the league. It's already a lost season for him and bye weeks will be mostly over by then, he's purely a stash for the future at this point. Kizer still suffering through rookie growing pains and being away from the team all year would make it completely unreasonable to expect any production in 2017.

Was there a pending legal issue that would result in the additional 4 games? Didn't he "serve" those 4 games at the beginning of last season before he checked back into rehab?

He checked into rehab in June, but admitted to using drugs before that in his documentary video. I don't know who leaks these "suspension looming" rumors but they are almost always accurate.

my understanding is that he failed a test right before going back into rehab. honestly...my surprise isn't that it would be 4 games, it's that it would only be 4 games. but who knows. I have Gordon shares in 2 leagues still where we roster 26. Just cut him in another league where we roster only 20. ...but my roster is also pretty good there.
