For the slow auction draft you can cap out to 35 but there will be cut downs 3-4 Days bfore the first Thu game. If you drafted 35 players you must get to 25 before season starts.
So this allows a team to effectively spend any last funds and screw other teams
Conversely you will have teams that don’t draft 25 players either going stars and scrubs. That or it happens bc they bled their wad early. The min for the startup is to field 15 players.
With this system, how many players would you plan and/or want to draft?
How if any would you adjust your strategies?

I always tend to have 7-12 $1 players on my team: guys that I don't rank THAT much higher than other players at their position ranked quite a few spots lower. With that in mind, I wouldn't really care about most of the players in the 16th-35th spots. Odds are that I'd rather spend $8-$10 on a guy that I like rather than get eight $1 players or that I'd rather use the extra money to get that third or fourth stud.
Worst case scenario: You'll have plenty of open roster spots for roster churning in-season and/or to acquire players via trade in-season.
Bottom line: I would base your auction strategy on getting the best 15 players that you can. If you have a few bucks left over, then pick up some $1 players there.
