Actually, it's seniors and others who are draft-eligible and have publicly declared for the 2010 NFL Draft.

That's why I was wondering because Best has declared it seems before this list came out, guessing he'll be added soon then.

I've never seen this site, how reliable is it?

It looks like that NFL Draft Bible last updated the list on Monday, 04 January, and Best declared that afternoon. No doubt he'll be included in the next update, along with all the other juniors who declared this week like Joe McKnight, Damian Williams, Demaryius Thomas, Antonio Brown, Jevan Snead, etc.

And you will note that it says: "Seniors invited to participate in the 2010 NFL scouting combine...underclassmen and some seniors will be added later." Like I said.
