I'm inclined to agree with this... There were plenty of other owners who were not impacted at all by any of this and could have bid on Garoppolo. So I don't know how this could be considered "price fixing".

While this is maybe not an ideal situation (and we should possibly address it in next year's rule changes), I don't think it constitutes collusion..
