2018 Rule change vote: Catch & release rebidding

Should we implement a rule that would prohibit an owner from bidding on a player in the offseason if that owner has already won and cut that player during that offseason (catch & release)? Said owner WOULD be allowed to pick up that player again during waivers after the season starts.
This is consistent with the in-season rule...if you drop a player in-season, you cannot bid on him during the waiver process, but you CAN pick him up again if he clears waivers.
