2018 Rule change vote: Non-championship playoff seeding

I think we're currently using record, which is subject to tanking and is inconsistent with using total points to determine wild cards.
Should we use POTENTIAL points (from the power ranking report) to determine non-championship playoff seeding? Using potential points eliminates the influence of tanking. This can be seen here (the PP) column.

The idea is to use potential points instead of record or total points scored for seeding of non-championship teams.
