2018 Rule Change Vote: DS Promotion Timeline

The rules don't currently list a specific timeline for the promotion of players from the DS to an active roster without accruing an additional service year. We have been very inconsistent with the timing and it would be nice to have the timeline more clearly defined.

Should we update the rules to specify the DS promotion date will be determined by the commissioner but must be before the beginning of the rookie draft?

This is really just a clarification of the rules so everyone knows the DS designation needs to happen before the draft. This way no one is caught off guard and can plan. It also forces the commissioner to be consistent from year to year.

This is for existing DS players? We would have to declare BEFORE the draft even? This seems terrible. Most DS players need a good training camp to earn their starting or even roster spots. How should we know what we want to do with them in July? Maybe I'm missing something.

This is for players who were on the DS the previous season and you need to decide whether or not to promote to your active roster for the current year. I just reread the rules and noticed the timeline shows this happening before the draft so maybe this is vote is unnecessary.

Again, like the DS demotion proposal, this feels like another unnecessary rule to solve a problem that I don't think exists. Why can't the commish be consistent from year to year without this?

I thought this was always done around the same time as franchise / transition tags, etc. But like DS demotions, why can't this be later? Why is giving an owner more information on which to base this decision a bad thing? NFL teams carry 90 man rosters for most of the offseason. Last year DS designations were due by 6/23. In 2016, it was 6/10. I think it also depends on when we get things started... like this year we're behind schedule.

I don't think the commissioner should have to make decisions as to when a critical deadline should be. It should be spelled out in the rules. If it's not, we run into problems where some owners want it early while others want it later.

I don't care either way about this or the other DS vote. I just want clear rules where we don't leave things up to the interpretation of any commissioner.

I know it was early last year but we moved up the draft last year and things were in flux. I can’t find anywhere (other than the timeline) that says specifically when the DS promotions happen. Somone brought it up in the rules change discussion thread so I thought we should discuss and vote on it.
