For the sake of competitiveness, I would urge you to go away from that format where the rookie draft goes in inverse order of the startup draft order.

If you want to do 2 drafts, make the make the rookie picks draftable during the startup. You can manually input them under the QB position in MFL I think. Or just have people draft kickers as rookie pick placeholders.

I can show threads as to why this makes sense if needed.
