Love the idea and the setup. 16 team SF sounds like a fun league size.
I joined a 96 team league last off-season. We allowed trading during (and before) the draft, and the startup draft was a slog. It was 38 roster spots and the entire draft took 2 months and 1 week. Interestingly, the first 25 rounds took 2 of those months. At that point, a lot of teams missed picks and went on Auto-draft, speeding up the last 13 rounds.
All that's to say, I agree with your idea to prohibit trading. Since we allowed trading a few weeks in advance of our startup, we had some teams doing a crazy number of trades. Looking back, the league had about 1,200 trades in the few weeks before the Startup. As you'd expect with that sheer number, some teams started the Startup with a crazy collection of picks. I remember some teams had at least two picks in each round 2-10. A few teams had a full 38 players by Round 15 or something. It was silly. It created a wide gap in the quality of teams before the 1.01 was even selected. It was a fun time making all of the trades, but looking back it really buried some teams and hurt the balance of the league. I think leaving trades out of the startup will help maintain balance for the first season at least.
One word of warning - turnover was pretty high this first year. I think there were 5-6 abandoned teams during the season and about 12-14 teams that quit after Week 16. So it was roughly 20% turnover. I'm not saying that's typical for a large league necessarily, but it was obviously a lot of work on the Commish.
Anyhow, just wanted to offer my $0.02. Love the idea and best of luck finding the owners to fill out the league!!
