New $250 Dynasty League!

I am OFFICIALLY starting a full on Dynasty League on the Sleeper App for NFL. This is an official league with rules and will cost money each season, and I am only looking for people who want to have fun and play competitively to try and win some cash. This is a Dynasty League so you keep your full roster every year and there is a Rookie Draft and Free Agent Draft every season. The cost of a team is $250, and every year the cost will be the same and will be due before the regular season opener. I do not plan on holding onto this money myself and I will be using an outside application to hold onto all of the participants money. Draft will be August 17th at 9:30 PM EST every year.

1st PLACE: $2,000
2nd PLACE: $1,000
3rd PLACE: $500
4th & 5th PLACE WIN THEIR $250 DEPOSIT BACK.

2019 INAUGURAL SEASON

RULES: FULL ON DYNASTY LEAGUE WITH PPR SCORING.

1A) 16 TEAMS, 2 DIVISIONS (8 TEAMS EACH)
1B) ROLLING WAIVERS, WAIVERS WILL CLEAR AT THE END OF THE DAY ON TUESDAY.
1C) PLAYERS ARE IMMEDIATELY AVAILABLE AFTER BEING DROPPED.
1D) NO TRADE REVIEW FROM COMMISSIONER
1E) TRADE DEADLINE IS WEEK 10.
1F) PLAYOFFS START WEEK 14
1G) 6 TEAMS IN THE PLAYOFFS
1H) THE LOWER BRACKET TEAMS PLAY TO AVOID BATTLING FOR LAST PLACE. THE LOSING TEAM FROM EACH ROUND GETS FLUSHED TO THE NEXT ROUND.
1I) 4 ROOKIE DRAFT ROUNDS
1J) OFF-SEASON MOVED ARE ALLOWED.

2A) 3 MINUTES FOR EACH DRAFT PICK
2B) CPU WILL AUTOMATICALLY PICK FOR YOU WHEN THE TIME RUNS OUT.
2C) DRAFT ORDER FOR THE FIRST SEASON WILL BE RANDOMLY DRAWN.
2D) SERPENTINE DRAFT (SNAKE DRAFT)

I'm confused by your roster settings. It looks like you start 31 players each week, but only have 36 roster spots? Each team has to start 2 QB/2K/2Defense? How are you supposed to start 2 QB, 2 Kickers and 2 Defense on bye weeks in a 16 team league and only have 5 bench spots?
