General

Restricted Access Football League is a full keeper/dynasty fantasy football league that tracks players' salaries over multiyear contracts. It is a single conference league with 3 divisions: east, central, and west. Each division has 4 teams, for a total of 12 teams in the league.

Franchise Ownership

Team owners are making a commitment to be in an ongoing year-to-year league. They will compete against the same 11 owners each year.

If an owner chooses to part ways with the league, the commissioner will find a replacement as quickly and efficiently as possible to ensure the league continues to run smoothly. New owners will have the option to rename and/or relocate their team within the league guidelines. Team rosters, salaries, contracts, and draft picks will remain the same after ownership changes hands.

League Fees and Prizes

The entry fee is $50 per year and is due 1 May.

To keep the league together and ensure owners manage their teams for the long term, Restricted Access Football League requires an initial payment of $100 to cover both year one and year two. After this, owners will pay the $50 entry fee a year in advance. Should an owner decide to leave the league, their team will be put up for sale and they will forfeit their pre-paid year.

$70 will be used to pay the annual website fees. The remaining $530 will be awarded at the end of the year as follows:

$50 to the 4 teams in playoffs
$100 to the runner-up ($150 total)
$230 to the champion ($280 total)

LeagueSafe.com is used to handle payments and payouts.

Schedule

The regular season will last 14 weeks. Each franchise will play the teams in their division twice and all teams outside their division once.

Standings for the regular season, playoffs seeds, and the wild card team will be decided first by overall winning percentage, then by head-to-head record, and finally by total points scored.

The playoffs will be in week 15 and will consist of 4 teams: the 3 division champions and one wild card team. The division champions automatically get the three highest seeds. The wild card team will be given the fourth seed. During week 15, the #1 seed will play the #4 seed (wild card team), and the #2 seed will play the #3 seed.

The winners of these games will play each other during the championship in week 16.

Rosters and Lineups

Each team can have a maximum of 17 players on its active roster, 5 players on injured reserve, and 4 players on the taxi (also known as practice) squad. Owners may have as many or as few players by position as they want. The only requirement is that they must have a complete starting lineup once the season begins.

The starting positions consist of 10 starters: a QB, 2 RBs, 3 WR, 1 TE, 1 WR/RB flex, 1 WR/TE flex, and 1 kicker. Restricted Access Football League does not use the team defense position or individual defensive positions.

Players are locked at the scheduled kickoff of their game and cannot be added or removed from the starting lineup. Partial lineup submissions are allowed, and additions and adjustments may be submitted as long as they occur prior to the kickoff of subsequent games.

If an owner does not submit their lineup NLT Thursday at 6 am EST, league software will automatically set their lineup using Fantasy Sharks Lineup Coach.

Scoring

Restricted Access Football League uses basic scoring rules. It is not a PPR league. Fantasy results are calculated beginning week 1 and ending on week 16.

Passing TDs - 6 points each
Passing Yards - 1 point for every 25
Interceptions - -2 points each
Passing 2 Pointers - 2 points each
Rushing TDs - 6 points each
Rushing Yards - 1 point for every 10
Rushing 2 Pointers - 2 points each
Receiving TDs - 6 points each
Receiving Yards - 1 point for every 10
Receiving 2 Pointers - 2 points each
Field Goals - 3 points each
Extra Points - 1 point each
Fumbles Lost - -2 points each
Offensive Fumble Recovery TDs - 6 points each

Salary Cap and Contracts

Restricted Access Football League tracks salaries and contracts for all players. Each franchise has a salary cap of $200. Players acquired in the rookie draft will receive a 3 year contract. The maximum contract length for players acquired via the free agent auction or waiver wire is 5 years.

When a player is dropped, 100% of his salary is multiplied times the number of years on his contract; that amount is charged to the franchise owner in the current year. If the owner cannot afford to pay off the contract, a portion of the payment may be deferred to the following year.

On 15 March, players with 1 year remaining on their contract are dropped from the roster and become unrestricted free agents. All other players remain on the roster, and their contracts are reduced by 1 year.

After 15 August, players with 1 year remaining on their contract are ineligible for extension. Otherwise, owners can extend a player’s contract (to a maximum of 5 years) at any time via the league's message board. However, a player is only eligible for an extension once per contract.

When a player’s contract is extended, their salary increases by 50%.

If a player retires from the NFL, they may be dropped without salary cap penalty. If they return, the original owner may resign them under the terms of the original contract, minus the length of retirement.

Players who pass away while under contract will be dropped without salary cap penalty.

Franchise and Transition Tags

Each year, owners may use one franchise tag or one transition tag on a player with 1 year remaining on their contract.

Franchise-tagged players will be given a 1-year contract extension, and their salary will increase by 50% or be set to the average of the top five salaries at their position, whichever is more. Consecutive franchise tags are allowed. If tagged for a second year, their salary will increase by an additional 50%. If tagged for a third year, their salary will increase by 100% or be set to the average of the top five salaries at the highest paid position, whichever is more. No player may be franchise tagged more than three times.

Transition-tagged players will be given a 1-year contract extension, and their salary will increase by 50% or be set to the average of the top ten salaries at their position, whichever is more. Transition-tagged players may not receive subsequent tags and will become unrestricted free agents once their contract expires.

Holdouts

A player will holdout if:

- They are top-ranked player at their position for total fantasy points at the end of week 16; and
- They make less than 50% of the average salary of the highest-paid players at their position.

Highest-paid and top-ranked players are defined as the top 10 QBs or TEs, the top 15 RBs, or the top 20 WRs. PKs will not holdout.

The first year, these players will become stage 1 holdouts. If not dropped before 15 March, the salary for stage 1 holdout players will increase to 50% of the average salary of the highest paid players at their position.

If at any time a player finishes at the top of their position for 2 years in a row, they will become stage 2 holdouts. If not dropped before 15 March, owners will sign stage 2 holdout players to a new contract of up to 5 years at a salary equal to the average salary of the highest-paid players at their position. If no contract length is specified by 15 March, stage 2 holdout players will be signed to a 1-year contract.

Holdout players may be dropped before 15 March without a salary cap penalty.

Rookies will not holdout for the first 2 years of their contract. Players on a 5-year contract will not holdout for the first 2 years. Players on a four year contract will not holdout for the first year.

Injured Reserve

Each team can have up to 5 players on injured reserve. A player can only be put on injured reserve when his current official NFL injury status is listed as "IR." The salary of players on IR count 50% toward the salary cap.

Taxi Squad

Each team can have up to 4 rookies on the taxi (also known as practice) squad. The salary of players on the taxi squad count 25% toward the salary cap. A player on the taxi squad may be cut at any time, regardless of contract length, without a salary cap penalty.

Owners have until kickoff of week 1 of the NFL season to demote players to the taxi squad. Once promoted to the active roster, a player is no longer eligible for the taxi squad.

After 15 August, the taxi squad are the only players that can still be extended with 1 year remaining on their contract. If extended, they will automatically be promoted to the active roster.

If a taxi squad player is traded, he may be placed on the new team’s taxi squad if done so immediately.

Rookie Draft

In June prior to the start of each season, there will be a rookie draft consisting of 4 rounds. Each owner will have 8 hours to make a selection; this clock will pause at 9 pm and resume at 9 am the following day. If an owner does not make a selection before the clock expires, league software will automatically pick a player based on the highest ranked available player on the owner's "My Draft List" or, once that list has been exhausted, Fantasy Sharks rankings.

Draft order for each round will be in reverse order based first on overall winning percentage, then by head-to-head record, and finally by total points scored. The champion will pick last and the runner-up will pick second to last.

Draft order for the inaugural season will be randomized.

All rookie contracts will be 3 years. Rookie salaries will be assigned as follows:

Pick 1.01 - $8
Pick 1.02 & 1.03 - $7
Pick 1.04 to 1.06 - $6
Pick 1.07 to 1.10 - $5
1.11 & 1.12 - $4
2nd Round Pick - $3
3rd Round Pick - $2
4th Round Pick - $1

Unrestricted Free Agent Auction

In July prior to the start of each season, there will be a free agent auction for veteran players and rookies who were not drafted during the rookie draft. Each owner may open bidding on two players and may not open bidding on more until at least one has been bought out. The minimum opening bid will be $1, and all subsequent bids must be in increments of $1. If after 12 hours the high bid does not change, the player will be awarded to the highest bidder.

Proxy-style bidding is in effect.

At the conclusion of the free agent auction, owners have 1 week to specify contract lengths via the league's message board. The maximum contract length for players acquired during the free agent auction is 5 years. If no contract length is specified, the player will be signed to a 1 year contract.

Waiver Wire

The waiver wire is open during week 1 of the NFL regular season and closes at the end of week 16. During this time, owners may acquire players on the waiver wire via blind bidding. Waivers will process every Wednesday at 5 am EST, and players will be awarded to the highest bidder at that time.

The minimum bid for players on the waiver wire is $1. All bids must be in increments of $1. Conditional bidding is enabled. In the event of a tie, the player will be awarded based on the length of time since the franchises won a bid (longest time wins).

After acquiring a player off the waiver wire, owners have 1 week to specify a contract length via the league's message board. The maximum contract length for players acquired off the waiver wire is 5 years. If no contract length is specified, the player will be signed to a 1 year contract.

Trades

Owners may trade players and draft picks up to one year in the future.

Salaries, contracts, extensions, franchise tags, and transition tags will remain in effect when a player is traded.

Owners have 7 days to response to a trade proposal before it expires. All trades require commissioner approval.

The trade deadline is kickoff of the first NFL game of week 10. Trading reopens after the Restricted Access Football League Championship in week 16.

Code of Conduct

An owner may control no more than one team.

Please remain active. In order to maintain the integrity of the league, the commissioner may email owners who remain inactive for extended periods of time. If there is no response and the owner remains inactive, the commissioner reserves the right to reassign ownership of the team.

Always be polite and gracious when dealing with other owners. There is zero tolerance for harassment. Personal attacks, threats, sexist remarks, racist remarks, and any other comments of a derogatory nature will result in immediate expulsion from the league.

Tanking is not allowed. This includes failure to submit a lineup, starting injured players, starting players on bye week, or otherwise intentionally losing games to improve draft position. Offenders will be handled on a case-by-case basis. If found guilty, owners are subject to a 5-position penalty in the rookie draft (i.e. pick 1.05 will become pick 1.10). Repeat offenders will be removed from the league.

Roster dumping is not allowed. Owners that release players from contracts simply to undermine the integrity of the league will be subject to expulsion.

Collusion is not allowed. This means that no team may make a move to benefit another team without trying to improve its own position. Any transaction found in violation of this rule will be cancelled, and the owners will be given a warning.

Taking advantage of the league software to impede other owners is not allowed. For example, cycling through players on the waiver wire to make them unavailable to other teams is strictly prohibited and ground for expulsion from the league.

If a situation arises in which the rules harm the position of a team in a way that was not intended, the commissioner may forgo the literal interpretation in favor of the intent. In such a case, the commissioner will inform the owners via the league’s message board.

Important Dates

15 March – New fantasy season begins. Deadline for franchise and transition tags. Holdout player salaries increase. Deadline for stage 2 holdout contracts. Contract lengths decrease by 1 year, and players with 0 years remaining on their contracts are dropped and become unrestricted free agents. Salary cap penalties deferred from the previous year are applied to the current year. Players on injured reserve are returned to the active roster.
April – NFL draft occurs.
1 May - Entry fee is due.
June - Rookie draft occurs.
July - Free agent auction occurs.
15 August - Deadline to extend players on 1-year contracts.
