When can one start a new league on MFL?

I want to get a startup going on MFL. Do I have to wait until MFL rolls over into 2018 to get a new league started up without paying extra fees?

I would wait till 2018 rollover which should be sometime after superbowl by a few weeks...

No real reason as to a need to wait, other than at some point you will need to roll over to 2018. Lots of leagues start in the current year (2017) format, finish a start up draft with veterans and then roll to the new year (2018) format and do a rookie draft.

To make this happen, do I need to pay MFL fees for 2017 and then again when it rolls over? Also, if 2018 is available by the time we get all of our teams set, can I roll it over before the draft?

You do not need to pay 2017 fees to start a league. You can start a league now as you are doing - roll over to 2018 once they come up in a few weeks. The league will need to be paid for by May for the early bird discount I believe.
