            North American Fantasy Football League (NAFFL) Rules
 
Format: Auction/Dynasty/Salary Cap Model, 32 teams, 22 player rosters. Two conferences- AFC and NFC; each conference has a separate player pool. As an example, one owner will have Aaron Rodgers in each conference.
Franchise Allocation: Each owner will be the Coach/GM of one NFL Franchise. Franchises are allocated by player preference on a first come, first served basis.
$300 Hard Cap…You may keep as many players as you desire each year so long as you have between 20 and 22 players, can field a starting lineup, and a cap total that does not exceed $300.  You will be charged $3 per year that you keep a veteran player. For example, if you acquire Jamaal Charles for $30 in our 2015 auction, he will cost $33 in 2016 and $36 in 2017.  Remember, you have the option to keep as many (or as few) players as you like every year. You are under no mandate to retain any player or players. Note: For our initial auction, all owners MUST field exactly 22 players for not more than $300. After the auction is complete, owners are free to have between 20-22 players to allow for trades.
Rookies for this, and all subsequent years, will be salary cap protected. As an example: During the auction Owner A has the high bid for pick 1.1 and selects Marcus Mariotta. Owner A paid $20 for the pick. Mariotta’s salary will be $20 for 2015, 2016, and 2017. ALL rookies selected in the rookie draft will have the same salary for 3 NFL seasons. After 3 years, said rookie class will follow the veteran model of $3 per year kept. 
In all following years (2016 and beyond), the rookie draft order will be in a worst to first order, following the NFL model, and is NOT serpentine. Draft will be 2 rounds (32 picks) per conference and each pick’s cost against the cap will is listed in a sliding scale (shown below…a page or so down)
 
Player Allotment: Auction Style. Our 2015, initial auction includes both veterans and draft slots for 2 rounds (32 total picks) per conference. The AFC and NFC teams will participate in separate player auctions, each having an identical player pool.
By the end of the auction, all teams must have a combination of 22 players and draft choices. You have the option of having 17 players and 5 draft picks, 14 players and 8 draft picks, or even 0 players and 22 draft picks. So long as the combination of players and draft choices is at 22, your cap total is at or under $300, and can field a starting lineup, you are all set.
The start-up auction will be done via Myfantasyleague.com, taking 3-6 weeks to complete.
$300 for each team to acquire 22 players…using proxy bids (Think EBay style)
Auction Rules: At the outset of the auction each team is required to nominate one player of their choosing. Go to the “For Owners” tab, listed at the top of the home page. Click “Auction Bid” and follow the prompts. Once your nominated player is on the docket, go to the “Communications” tab listed on the top right hand side of the home page. Then click “Bulletin Board” from the drop down menu. Find your team and post the player you nominated in the space provided. We should have about 16 players in each conference on the auction docket at any given time.
Once the player you nominated has been acquired, you must nominate a new player within 24 hours, following the process above. (If this sounds confusing, don’t worry; it’s easy and we can walk you through it.)
A player is obtained after no other owner exceeds the high bid displayed for 24 hours. We will use proxy bidding, with the minimum increase of $1 (but you can increase the bid by more, so long as you have the cap space). For example, Peyton Manning is on the nomination block. Owner A bids $27 for him. Owner B bids $45, ($28 is now shown on the board); owner C then bids $40. Owner B is leading the auction, with $41 showing on the icon next to Manning. Should no other owner exceed the $45 bid by owner B within 24 hours, Peyton Manning is awarded to owner B.
You may adjust your bid anytime within the 24 hour window. If, however, you are the high bidder on a player and no one else outbids you within the 24 hour time period, you cannot go back and undo your bid…so be careful. For each player on the auction floor, the high bid total is shown next to the player. The identity of the currently highest bidding team is also displayed. If we feel practice is needed, we will do a “dry run” before beginning the auction so that everyone understands the process.
By the end of the auction, each owner must satisfy 3 requirements:
Have a 22 player roster
Spent no more than $300
Have enough players to field a starting lineup at all times
Overbid Penalty: Should an owner place a winning bid on a player that places them over the salary cap, that owner loses the player and is assessed a $5 deduction from their $300 limit for the upcoming season. The player is allocated to the team with the last high bid.
Rookie Draft and Waivers: For our inaugural, 2015 season, all players…both rookie draft slots and veterans, are up for bid in our auction. In 2016, as we need to give weaker teams a chance to improve, we will conduct a rookie draft, based upon a worst to first model (see playoffs for tiebreaking procedures). This draft is two rounds and is NOT serpentine. Rookie salaries will be on a sliding scale, shown below:

Waivers: will run on Thursday, Saturday, and Sunday; promptly at midnight. This means bids must be in by 11:45 EST on Wednesday and Saturday. FCFS waivers will open at 12AM on Sunday morning. We will use a blind bidding process. You are free to bid as often as you would like, but must remain within the $300 cap. Any transaction that places you over the cap will be rendered null and void by the commissioner. In the event of a tie, the team with the worse record gets the player. If the teams have the same record, see the tiebreaking procedures below. Once you drop a player, you may NOT reacquire that player until two waiver opportunities have passed.
EX: A player dropped on 12/1 (Thursday) must be allowed to cycle through waivers on 12/4 (Sunday) and 12/8 (Wednesday) before you attempt to reacquire him.
Trading: Teams must be $300 or less in cap funds. Trades between difference conferences are NOT allowed, hence there can be only one player copy per conference. Violations make deal null and void. All deals must maintain roster integrity (being able to field starting lineup). 2 for 1 and 3 for 2 deals are allowed, but both teams need to be at least 20 players by next transaction period or kickoff on Sunday. Deals that threaten the integrity of the league CAN be reversed, either by the commissioner, or by petition to the commissioner, who will put it to a vote. 25 of 32 teams must agree with the grievance in order to undo a trade. The trading of rookie picks greater than one year in advance requires that BOTH parties pay $25, which is half the league fee. This $25 will be credited towards both owner’s dues for the next season.
Schedule: 12 game regular season
Play each division opponent 3x
Play 8 teams outside your division
Doubleheader weeks (3, 4, 6, 9, 10)
We do not have cross-conference play
 
Playoffs: each division winner is in. Top 2 teams in each conference get a bye. Seed #3 plays seed #6 in each conference and #4 seed plays #5 seed in each conference. In the divisional round, winners of the Wild Card round play the teams that had a first round bye. Winners face off in the Conference Championship, with those winners playing in the Super Bowl.

League Fees and Payouts: $50 per team, per year, plus site fee, about $6. ($1600 total pool) The only portion of the dues not paid out to owners is the site fee.

Division winners (8)= $75 each…..$600 total
 Lineups:
1 QB, 2 RB, 2 WR, 1 TE, 1 PK, 1 Defense/Special Teams, 2 Flex (RB, WR, TE) 10 total starters
Reserves can be from any position, so long as an owner can field a starting lineup at all times.
Teams are allowed two injured reserve slots. A player is only eligible for IR if he is placed on IR by his NFL team.
 
Scoring: (We will use decimal scoring, to two places.)
QB= 1 point/25 yards passing
Passing TDs= 4 points, rushing TD= 6 pts.
Passing conversions= 1 pt. each, rushing conversations=2 pts. Each
Rushing and receiving yards= 1 point/ per 10 yards
RB= 1 point/ 10 yards rushing
1 point/ 10 yards receiving
6 points/ rushing or receiving TD
.5 pts per reception
Two points= rush or receiving conversion
WR: 1 point/ 10 yards rushing
1 point/ 10 yards receiving
6 points/ rushing or receiving TD

TE: Same as WR scoring, except TE receptions are worth 1.5 points each
PK:  FG >49= 3 pts.
50-59= 4 pts.

Blocked field goals, blocked extra points, Blocked punts= 3 points each
Sacks and safeties= 2 points each
Shutouts= 10 points each
1-6 total pts. Allowed= 7 points
7-14 total pts. Allowed= 3 points
15-20 total points allowed= 1 point
Defensive and Special Teams TDs= 6 points each + yardage bonus, listed below:
0-9 yards= 1 point
10-39 yards=2 points
40-69 yards= 4 points
70-100 yards= 6 points
EX: An eighty five yard interception return for a TD is worth 12 points (6 for the TD, 6 for the yardage bonus)
 
Overview of league calendar (There may be some minor revisions.)
January/February 2015: Conduct initial auction (includes both veterans and 2015 rookie class draft slots) this will probably take several weeks.
Waivers will be open upon conclusion of the auction (see details, below)
May/June 2015: Hold rookie draft.
September, 2015-December, 2015: Play regular season (12 games)
Waivers will run Thursday and Sunday, promptly at 12 AM (Bids in by 11:59 EST Wednesday and Saturday) FCFS waivers open Sunday at midnight.
Trade Deadline will be in late November or early December…still TBD
December, 2015- January, 2016: Playoffs (12 teams)
Waivers will remain open during this time period.
February, 2016- March, 2016: Waivers remain open. Trades will be allowed the day after the NFL Super Bowl is played.
***April 1, 2016: All owners must submit their dropped players. As this is a dynasty league, you may keep (or drop) as many players as you would like, but you must have enough money to sign your rookie picks (see chart, above). Rosters lock. Trades are not allowed.
Early May, 2016: 2014 rookie draft will occur… 2 rounds.
Early June, 2016: Veteran auction of dropped players begins. Remember the parameters…at the conclusion you must:
Have 22 total players
Be able to field a starting lineup
Be at or under the $300 cap
 
The calendar for subsequent seasons will be very similar to this.
