I posted this idea before and after some voting we have come up the official league bylaws. The league has a bit of Empire League feel to it, except we are only putting $100 into it each year... so not as much as a normal Empire League. There were some members who dropped out, but we feel we have a really good group right now. We currently have 13 out of 14 owners. Just need one more guy. Send me a PM if you are interested!

League Membership

14 teams – 1 Division

Buy-in/Pay-Out Structure

ALL money will be handled through leaguesafe.com
$100 annual buy in ($150 up-front). We will use the Vested Balance Method. So, if you leave after year one, you forfeit the other $50; after year two, you forfeit $25; after three full years, it's fully refundable.
League Payouts: $100 x 14 = $1,400

MFL Fee = $70

Empire Collection = $100

#1 and #2 Seeds = $100 ($50 each)

League Champion = $700

Runner-Up = $300

3rd Place = $130

Scoring

Passing

1 point for every 20 pass yards (0.05 per)

6 points for every Passing Touchdown

-2 points for every Interception

2 points for every 2-Point Conversion


Rushing

1 point for every 10 rushing yards (0.1 per)

6 points for every Rushing Touchdown

2 points for every 2-Point Conversion


Receiving

1 point per reception (PPR)

1 point for every 10 receiving yards (0.1 per)

6 points for every Receiving Touchdown

2 points for every 2-Point Conversion


Miscellaneous

-2 points for every Fumble Lost

6 points for every Fumble Recovery Touchdown

6 points for every Kick Return Touchdown

6 points for every Punt Return Touchdown

Rosters

You may roster up to 23 players at all time.
You may roster 2 players on your IR Spot.
You may roster 2 players on your Practice Squad.

Practice Squad requirements: Must be a rookie or sophomore
A player can be called up to the roster at any time.
Once someone is called up to the regular 25-man roster, they can no longer go back down to the Practice Squad.

Draft

All drafts will be in the snake format
Initial Start-Up Draft will start sometime after the NFL Draft. *Date to be voted on*
I will generate random numbers on a website that will automatically email you.
In the Initial Start-Up Draft will be a slow “email draft”. You will be able to make your pick from the league page. Everyone will have 48 hours to make their selection.
Annual Rookie/Free Agent Draft will ideally take place 2 weeks after the NFL draft. Due to everyone having busy schedules, this will be voted on every summer when we get near that time.
Annual Rookie/Free Agent Draft will be a slow draft. Everyone will have 48 hours to make their pick.
The order of the Annual Rookie/Free Agent Draft for the 8 teams that didn’t make the playoffs will be determined by Reverse Power Rankings. The order of the 6 teams that made the playoffs will be determined by the results of the Championship Bracket.
If someone fails to make their selection in the Initial Start-Up Draft or Annual Rookie/Free Agent Draft, then I will email that owner and give them an additional 24 hours to respond to my email. If they don’t respond after 24 hours, then their pick will be skipped. They can make up that pick at any time, but they will only be able to pick from the remaining player pool.

Regular Season

Regular Season will be held from Week 1 to Week 13 of the NFL Regular Season
Every team will play each other once.
There’s no tie-breaker for a tie. Just like the NFL.

Post-Season

6 teams make the playoffs
Top 2 seeds earn a bye
Playoff seeding tiebreakers in order:

Most points
Head-to-Head Record
Best Division Record
Hardest Schedule (points)
Hardest Schedule (record)

There will be no consolation bracket.

Trading

No trade deadline
No trades get vetoed, unless it’s clearly collusion. Then it would require 12 out of 14 votes for the trade to get over-turned

Waivers - FAAB Auction

Waivers will be conducted via a blind bidding system. Each team has $100 for the season.
The first waiver period of the Regular Season will be conducted a week prior to NFL week 1 kick-off.
All regular waivers will run from weeks 1-16 and will have the following schedule:

Blind bidding periods open every Monday at 11:00 PM and close every Wednesday night at 11:00 PM ET. During this time, a player bid upon goes to the owner with the highest bid.
Any player who does not get bid on and is not acquired through blind bidding will become a FA on a first-come, first-serve basis. Players can be added as FA's up until their individual game times lock. Once games lock, the FA's are locked and are not eligible until the blind bidding period re-opens on Monday night.
Off-Season Waivers start the first week after Championship Game (Week 16).
Off-Season Waivers: Open every week, every Mon-Fri. During this time, a player bid upon goes to the owner with the highest bid.
Off-Season Waivers: On Saturday and Sunday, any player who does not get bid on and is not acquired through blind bidding will become a FA on a first-come, first-serve basis.
Blind bidding dollars are tradeable and roll over from year-to-year.


League Activity:

Every league member will be required to log in once every 14 days. If a league member fails to do this once, then they will get a warning. The second time this happens, they will be kicked out with no refund.

League Proposal Process:

If someone feels they have a good idea to help improve the league they can propose a rule change in the message board.
After 1 week of discussion, the person who proposed the original idea will make a final proposal.
The commissioner will put up a poll, voting on the final proposal
It will take 9 votes to pass.
If an idea gets rejected, you must wait 2 weeks to propose it again.

Miscellaneous

When someone wins the league 2 times in a row OR wins 3 times – then they get everything that’s in the Empire Pot.
Rosters do NOT reset after an Empire win.
To trade Draft picks the team trading the future draft picks must be paid up for that year.

Example: If team A trades a 2017 pick to Team B for a 2019 pick, Team B must pay for dues up to and including 2019.
