I'm in a few redraft leagues of this size, but would really like to get a dynasty team or 2 in this field. Are they rare? I'm not finding any without the IDP aspect, of which I'm not interested.

Value-wise Parker might still carry the most out of the 3, but usefulness I'd have it as listed above

I'd personally look at Jordy or Brees/Big Ben with expectation of selling them mid-season to a contender if your team doesn't end up being one.

This is probably a toss up pre draft. After draft, if one of the big 3 RBs (including Mixon here) get a sweet landing spot, I'd assume rookie fever will drive up that 1.01 price to where the owner demands more than just Gurley
