I'd also strongly suggest moving points to the 2nd tie-breaker. the strength of the teams that you are in a division with shouldn't have any weight in who should get the 1st overall pick in the league.

the worst team in the league gets the 1st overall pick, i think it's pretty straight forward that it should be the team with the lower points scored during the season.
