I think it really depends on your league roster limits what approach you take. For example, I play in 2 similar leagues with roster limit of 28 players, with 2 IR spots. I have picked him up as a flier on 1 of my WR-challenged teams. He has a ceiling of WR 2, floor of flex IMO, depends on Shaub coming back to his old self and if Murray and MJD can combine to keep some of the defensive players in the box. I'd rather have Streater in Oakland tho.
